Set the era points a validator earns for each unit of service on source.

Zero removes the entry, so source earns nothing for service. Fails with Error::PointsPerServiceTooHigh above Config::MaxPointsPerService, and with Error::RelayConsensusNotWeighted for [ServiceKind::RelayConsensus].
