Function nominate

nominate(args, info, options): UnsignedTransaction
Construct a transaction to nominate. This must be called by the Controller account.

Can only be called when EraElectionStatus is Closed.
Parameters
- args: StakingNominateArgs
  Arguments specific to this method.
- info: BaseTxInfo
  Information required to construct the transaction.
- options: OptionsWithMeta
  Registry and metadata used for constructing the method.
Returns UnsignedTransaction
